Miller was born in the United States capital of Washington, D.C. She is the daughter of Stephanie (Wagner) and former U.S. Representative William E. Miller, who served as Barry Goldwater’s running mate and chairman of the Republican National Committee in 1964.
Miller’s family moved to upstate New York when her father left the United States Congress when she was three years old, and she grew up on Willow Street in Lockport, New York.
She is the eldest of four siblings. Libby and Mary, her two older sisters, are nearly 20 years her senior.
Bill, her older brother, is only 2 1/2 years her senior. In 1992 and 1994, her brother ran for the United States House of Representatives from upstate New York but lost both times.
